Implementation

JAHR is formulated under the coordinated leadership of the MoH and HPG. The human resources making this review possible include:

The working group, which includes some HPG members, leads and monitors the development process of the report and makes sure that relevant resources are provided for related activities.

Local JAHR coordinator- Ensures that each report section is developed in a consultative way with feedback from national stakeholders, assists in organizing consultative workshops, provides references and feedback on chapters, holds national consultants accountable for their work, assists in synthesizing the full Vietnamese report into one consistent document, drafts the introduction to the JAHR, assists in assessing progress in relation to recommendations from previous years, maintains the pace of work to meet the tight deadlines, proofreads the final Vietnamese manuscript for printing.

International JAHR coordinator- Ensures that each report section is developed in consultation with international stakeholders, provides references and feedback on chapters, coordinates inputs from international technical expert and monitoring and evaluation expert, assists in organizing consultative workshops, collects information on activities undertaken in relation to recommendations from previous years, checks the data on monitoring indicators, assists in synthesizing the full report into one consistent document, checks the edited translation for consistency with the Vietnamese version, proofreads the final English manuscript for printing.  

Administrative Project Manager- Undertakes all administrative tasks to support the technical and consultative work of the JAHR including assistance in developing the budget, paperwork to disburse funds, contracting and payment of consultants, monthly reporting on JAHR progress, organizing workshops, and other relevant tasks.

National consultants to the JAHR- Responsible for collecting, analyzing and writing the chapters of the JAHR and verifying the correctness of the translation into English. Consultants are hired based on their experience and knowledge of the subject matter of the chapters. They are expected to consult with relevant stakeholders during the writing process to obtain up-to-date information and get feedback on their chapters, read other chapters of the JAHR to reduce duplication and inconsistencies, and make multiple rounds of revision in response to feedback.

International technical expert- Provides technical feedback on the outlines, chapters and recommendations of the national consultants. Experts are hired based on their experience and knowledge of the subject matter and are expected to have in-depth knowledge of the health sector in Viet Nam.
